Caymanians come first
Cayman law sets the order in which an employer must look for a worker before a permit can be considered: first a Caymanian, then the holder of a Residency and Employment Rights Certificate, then a person legally and ordinarily resident in the Islands who is qualified and willing to fill the position (WORC Advertising and Recruitment Feedback Requirements Policy, v3.0, May 2026; s.58(2)(b), as substituted by the Immigration (Transition) (Amendment and Validation) Act, 2025, s.28, accessed 01-Oct-2026).
WORC describes the purpose of its advertising rules as making sure "Caymanians and other qualified residents have equitable access to employment opportunities", and that employers show "genuine efforts to recruit suitably qualified Caymanians ... prior to seeking overseas labour" (WORC Advertising and Recruitment Feedback Requirements Policy, May 2026, accessed 01-Oct-2026).

Who issues work permits in the Cayman Islands?
Work permits are handled by WORC - Workforce Opportunities and Residency Cayman, a Cayman Islands Government department. Its website is my.egov.ky/web/worc (worc.ky redirects there), and it runs the WORC Jobs Portal. The law was the Immigration (Transition) Act (2022 Revision). The Immigration (Transition) (Amendment and Validation) Act, 2025 renamed it the Caymanian Protection Act (2025 amending Act, s.2), and the amendments took effect on 1 May 2026 (Cayman Islands Government, Immigration Reform, accessed 01-Oct-2026).
Can I apply for a Cayman work permit myself?
No. The employer makes the application; you sign the form and supply your documents (WORC, W2 form). The law puts the cost on the employer: the work permit fees "shall be paid by the employer", and an employer commits an offence if it seeks reimbursement from the worker or deducts the fees from the worker's pay (Immigration (Transition) Act (2022 Revision), s.67(3)-(4); not amended by the Immigration (Transition) (Amendment and Validation) Act, 2025 (s.32 replaced s.67(1) and added s.67(2A)-(2C); s.67(3)-(4) unchanged), accessed 01-Oct-2026). So the practical first step from abroad is finding a Cayman employer that wants to hire you, not filling in a form.
What is the process, step by step?
- A Cayman employer has a vacancy. You can see what is being advertised now on CayClick's current vacancies and latest jobs.
- The employer advertises the job locally for 21 days. For work permit grants, renewals and annual amendments, the job must be advertised for at least 21 consecutive calendar days on the WORC Jobs Portal and in a local newspaper, with the salary range and benefits stated. Some roles for personal employers (such as domestic helpers, caregivers and nannies) are exempt (WORC policy, May 2026, accessed 01-Oct-2026).
- The employer considers local applicants first. It must record the outcome for each applicant and give written reasons to every Caymanian or RERC applicant it does not hire. Those who applied through the WORC Jobs Portal can submit a rebuttal within three business days (WORC policy, s.5.3). An application without proof of advertising, or an approved exemption, won't be accepted (WORC policy, s.6, accessed 01-Oct-2026).
- The employer applies to WORC with the forms, the fees and the supporting documents, including yours (below).
- WORC or the relevant Board decides.

The English test requirement is on the W2 form. If dependants are added, they have their own document requirements on the same checklist.
What types of work permit are there?
- Work permit (annual): the standard permit for ongoing employment, granted and renewed by WORC or the relevant Board (WORC, W2 form).
- Temporary work permit: the Government fee tables cover temporary permits of up to 90 days and of 91 to 180 days (Guidebook). Temporary work permit applications are currently not legally required to be advertised (WORC policy, s.4.4, accessed 01-Oct-2026).
- Business visitors' permits and specialist certificates (such as the Specialist Caregiver and Commercial Farmhand certificates) also exist for specific situations (WORC FAQ on the 2026 changes).
Term limit: a worker's total time on work permits is generally limited to nine years, subject to exceptions in the law (Immigration (Transition) Act (2022 Revision), text before the 2025 amendments; now the Caymanian Protection Act, s.66, which the 2025 amending Act left at nine years; Cabinet may by regulation exempt some classes of worker, s.66A, added in 2025; accessed 01-Oct-2026).
How much does a Cayman work permit cost, and who pays?
The employer pays, by law (see above). Charges include the application fee, the annual work permit fee and a repatriation fee (CI$250 on the W2 checklist) (WORC, W2 form). The annual work permit fee varies; see the Government fee schedule. The application fee, from 1 May 2026, is CI$150, CI$250 or CI$500, depending on which band the occupation's annual fee falls into (Guidebook, Caymanian Protection (Fees) Regulations, 2026, accessed 01-Oct-2026). Fees change, so check the current schedule on the Government's immigration reform page before relying on any figure.
If a worker wants to bring dependants, applications made from 1 May 2026 must show gross income of at least CI$5,000 a month for one dependant, plus CI$1,000 a month for each additional dependant (WORC FAQ, accessed 01-Oct-2026).
